Front end locks in 4W
My 99Silver locks the front end when in 4W Hi when turning. Is this normal?

This is normal. The differential is locked in 4HI and you will have a very difficult time turning - hard on the tires and powertrain - unless you are on a slippery/sandy etc. surface the the inside wheel can slip easily to match the speed of the outer wheel.
