Unhappy dash lights ( cluster)

I have had a problem with the cluster of lights that control my speedometer and the clickers,(the center one) now the other ones are fading in and out. I dont really need the speedometer or the clickers my kids usually tell me I going too fast. but I do need to know when Im going to run out of gas. I took it into the GMC dealers after I got my car back
( it was stolen ) they said the cluster would have to be ordered in and it would be approx 300$us for the one cluster. What I need to know is this a bulb problem or a Chip problem, And is it difficult to take the Dash apart ?? My exhusband took most of the tools what kind of tools do I need ??

problem is i believe you have no power going to your cluster as all power is directed to your headlights as they are always on!--P.S.-Thx for the day off.
