rpm's possessed by devil

when in neutral or when in park the rpms's on my 95 galant jumps up to about 2 and then goes to about 1.5. This just started. It makes a sound as if im giving it gas. any idea's of what the heck is causing this???? HMMM. Also while driving, when i slow down and hit a certain speed i feel a weird pull, and the rpms kind of do the same thing

Its a vacume leak somewhere.

You will have to search each vavume line till you find a split one, or one that has come lose.

Either that or theres a leak in the inlet manifold gasket.
