It looks like an inline 4. Why would there be a twin turbo on an I4?

After reading about an inline six with twin turbo, I guess an inline four would be possible. My budget has never imagined such a beast. What kind of performance did the guy get if it is TT? Or just say again what issue it was and I'll check for myself.
