replacement ECU

anybody know of a good chip to get to increase HP? i was looking at a few on ebay, some say 9-13 hp gain and others say 10-23. just wondering if i should actually invest in one of these things. let me know if anybody has good/bad experience with one, thanks

I really don't know to much about a replacement ECU
