69 Mustang Fastback brake proportion valve.

I have a 69 Mustang Fastback in the restore mode. I am currently trying to get the brakes working. All of the brake components are new except for one valve assembly.

I have Danny Baer 13 inch crosscut an drilled disk on the front and have converted the rear to disk also. When I started bleeding the system I got fluid flow to the rear okay but no fluid to the front disk. I noticed the cyndrillical valve leaking that is mounted across the distribution block. After further investigation of this valve it had a galled fitting seat on one end and a flat seat on the other end. Not sure how the flat seat would ever seal anyway. I have done some checking but am not sure what this valve is for. I have found some parts suppliers that say it is a excess pressure relief valve, some just call it a check valve. Would this valve keep fluid from flowing to the front calipers ? Can it be bypassed ? Any help would be appreciated.

Never mind I found the answer. This valve was designed to allow a pressure delay to the front Disk so that the rear drum brakes originally on the car had a chance to engage before the front brakes engaged.

Now that I have rear disk and not drum any longer I can remove the valve and replace with a single line. I will need to install a proportional valve for the rear disk in order to keep them from locking up and to control the front to rear pressure bias.
