It can run 15 PSI, some would say 16 but the little CT-26 turbo is at the end of its efficiency range by then.

What can it run "Stock" ... only what the factory gave you 7-11 psi of boost.

As soon as you change anytihng, you are not "Stock" any more.
The stock turbo is good for up to 15 psi.
The stock engine can handle well over 22 psi of boost (with a different turbo and proper tuning).
