What's the proper way to paint or re-coat my intake?

Actually NO!. This is a JDM only section. Hence the subject title of it that you clicked to get in here to post. Try technical, or similar forum area.

By scuff, he means sand it out to give a more paint friendly surface. Then paint it up with primer, and then with whatever paint you plan to use. I'd go 2 coats of primer, and at least 3 coats of top-coat paint. Also make sure you are useing Hi-Temp paint that can withstand high heat temps.
