What's the proper way to paint or re-coat my intake?

By scuff, he means sand it out to give a more paint friendly surface. Then paint it up with primer, and then with whatever paint you plan to use. I'd go 2 coats of primer, and at least 3 coats of top-coat paint. Also make sure you are useing Hi-Temp paint that can withstand high heat temps.
