York, PA here, everything is illegal is PA haha, well not everything. With the new emissions
we now have you could run into problems if it is an OBD2 car with a OBD1 motor swap.

your exhaust system is what you should probably be worried about in york county, OBD2 they will check with a machine and make sure everything clears ok sensors and what not. I would get a 95 and older car and make sure it has stock exhaust for york county it will be easyier to pass emissions. of course it is illegal to swap an older motor into a newer car, such as obd1 in obd2 and obd0 in obd1 or obd2 models

Re: Anyone from Pa in here?
if you have a performance exhaust on your car drive it pretty hard on your way to get your emissions test. i live in chester county and that's what i did. i have i second generation b16 (obd1) in an 88 civic (obd0). driving it hard will slightly clean up your emissions, not a lot, but every little bit helps. this helped me pass pa emissions in my car.
