Question rattle / chatter when starting or turning off

After about 5000 miles on my 03 4.8L LS, it started making a weird "chatter" noise when I would start it. Turn the ignition key, and a split second after you let off the the key and the engine turns over, you hear it. It is tough to describe the exact sound, but it is almost like a diesel clatter type noise, and it sounds like it is coming from the steering column.

When you turn the ignition off, you hear the same noise.

Anyone else see or hear this?

Unhappy

Took it to the dealer yesterday. They called me and said 'it is supposed to do that'. Said it is the AC resetting itself (?). I told them it must have been broken the first 5000 miles, cause it didn't do it then.

I am going back to the dealership this morning. I told them I want to hear a new one on the lot make the same noise.
