problem with air/heat/vent control (95 skylark)

I have a 95 skylark and I just noticed that the air/heat/vent selector will not function correctly. No matter what I select (besides OFF), air comes out the face vents like the VENT option is selected. The OFF option works though. The fan speed control and the hot/cold control works also.

I had some trouble starting the car a few days ago and ended up having to replace the starter. I had the battery disconnected a few times during the whole troubleshooting process. Could this have something to do with the problem above?

Any suggestions on what to try?

Check the Vacuum hoses. Right over the steering column shold be the problem. probably a broken tee (Thats was my problem at least).
