which came first: the axle or the tranny?

Ok I have read that in order to handle higher torque, the axles on my civic need to be upgraded. So question one is what axles would you reccommend? Second, I am getting more torque from a level 10 PTS upgrade with torque converter for my auto tranny. So second question is should I upgrade the axles or transmission first? I don't think I will be doing them at the same time. And third question is: would a VTEC controller aid in getting more torque as well? Last question: would anything else need to be bolstered at the same time to accommodate this new torque?

BTW- This new PTS upgrade and torque converter promises a whole second better quarter mile time! I have to find out if this is true or not!
