Iacv Check Engine Light Code 14 Pls Help

I Have Been Having This Problem For A While. My Ecu Has A Code 14 Which Is The Iacv. I Replaced It Twice Already And The Same Code Pops Up. The 2nd Time I Took The Iacv And Fiv From Another 91 Accord Which I Knew Was Good But Same Code Pops Up. I Reseted The Ecu But After 10 Min Of Driving Same Thing. What Am I Missing That I Need To Check. I Also Replaced My 02 Sensor The Other Day And I Get The Famous Code 1 For The 02 Sensor But I Never Had That Code Come Up With My Old Sensor. Any Advice Will Help.
