TSB & OBD Scan tool

Hey guys n gals, i'm new to the forum. Just picked myself up a 98 Silverado Ext 4X4 with the 5.7L. I was wondering if there was anywhere that i could get access to TSB on the internet? Other than paying, such as ALLDATA....
I was also wondering what scan tools people are using or which ones people think are the best ones out there....I believe my vehicle has OBDII system....
