Magnasteer
I believe my PA to have magnasteer, as it steers virtually with one finger while almost stopped, but becomes stiffer as you move to highway speeds. It is totally different from my 96 PA or the 03 PA that I rented last year. Can anyone tell me how one determines if the vehilcle has Magnasteer? The manual even states that it can be adjusted at the dealer. What kind of adjustments are there?

Yep, it sounds like you do have magnasteer, the characteristics you described are magnasteer's.
The dealer can control the steering effort using the Tech II, but I'm not quite sure to what extent. I know they can change the overall steering assist and I think they can also change the threshold at which assist decreases.

Magnasteer comes standard with Grand Touring Suspension (GTS) RP0 -# Y56 MERCHANDISED PKG GRAN TOURING and the magnasteer option can be identified with an RPO code NV8 on your spare tire cover.
