'96 Accord ABS Advice

Recently, I have heard a loud whining/whirring from the driver's side front corner of the engine compartment when starting my '96 Accord EX (151k mileage). It only happens in cold weather, and lasts about 45 seconds. I can feel a vibration in the brake pedal at the same time. In all conditions, the ABS light comes on about 45 seconds after I start the vechicle.

The dealer has advised that the ABS accumulator and modulator be replaced, due to leakage. Another tech that I have informally asked thought it would be rare to have to replace both, and that it would most likely only require an accumulator.

So, I have some questions:
- Is there any point in replacing only the accumulator to see if it solves the problem?
- If I replace the modulator, are used modulators generally reliable?
- Can I just get by if I refill the ABS reservoir occasionally?

Any advice or help would be greatly appreciated! Thank you!
