99 fuel guage

The fuel guage reds flat empty with at least 1/4 of a tank left on my 99 Tahoe. The guage has the full range-i.e., it goes all the way to "Full" when full. How do you fix this?

I have a 96 Silverodo that is the other extreme-it shows full for the first 1/4 of a tank then is completely empty when it first hits the empty mark. This dos not bother me but I don't like the way the Tahoe works.

Also, where can I find an operator's manual for my Tahoe? The one that comes with the vehicle.

Ive seen it written that it could be a fuel sending unit. My Fuel guage in my 99 Tahoe is accurate, however it moves back and forth VERY fast, but only travelling between one tick mark. Its makes it look blurry. someone suggested the fuel sending unit. I really think its the guage itself. The only way to test would be to install another guage cluster...
