79 trans am advise

Need some info on like how much it would be to rebuild the 403 or if we should put in a 350 or 302 in. One of my friends uncles has a 79 trans am for sale for $800 says engine needs work. And body needs some rust repair. Will I have any problems with it passing these damn emmissions? Any other info would be good too.
