headlight collers

Inside the headlight there are these metal sleeves or collers that surround the headlamp they are just a plain slightly rusted piece of metal, I was wondering if I took that off would I have brighter headlamps or not?

if you do that then high and low beam the look alike
you will not know the diffrent
