1993 Turn Signal Flasher Unit/Cruise Control Problem

1. My turn signal does not work, but the hazard does, I am assuming that they are separate controls in the 1993 Bonnie... Where is the flasher unit located?

2. When the car is going up a hill, and on cruise control, the engine sputters and then "pops" after it has caught up in speed, it runs o.k., is this a fuel filter and/or pressure issue?
