How do you program a keyless entry remote?

I have a 2004 Chevy Venture LS. It only came with one working remote. I do have another remote, but It needs to be programed. I tried the method for a 2003, remove fuse, turn on off on open door. Nothing seemed to work. Any ideas?

open the remote and look on the inside cover for instructions
