Any kind of water soluble PVA glue will do the trick. Also known as wood glue, Aquadhere and (I believe) Elmers white glue.

Does Microset not have some adhesive properties?

Re: decal SETTING solution needed!!!
I don't think Microset has any adhesive properties per se. However it does help the decal snuggle down tightly to the surface, which will make it stick better. More agressive solutions like Microsol and Solvaset will do this even more effectively.
