Unhappy wet engine?

My 1997 Grand Am has issues with water. The first problem was over the summer on a rainy day when the engine just shut off while I was driving and all of the dashboard lights came on. I let the car sit for a few hours and then it was fine. Then today I took advantage of the weather and washed my car. When I got back in it to leave, the car wouldn't start-the engine didn't even turn over and again, all the dashboard lights came on and flickered. I checked under the hood and nothing appeared to be wet. Any ideas about what's going on?
