1996 Olds Ciera Stalling

My 1996 Oldsmobile Ciera, 2.2 liter, 4 Cylinder has a very low 8,500 miles on the odometer. During the past few months it has developed a stalling or no start condition (mostly stalling). Engine is smooth while operating.

Problem: While driving at any speed, car stalls and will restart after 10-20 minutes.

This can also happen during cold engine starts, where, although starter always cranks, engine will not start. If I turn ignition to "On" position, not to full crank position; wait a few minutes, the engine will start and always runs smooth.

During these stalled 10-20 minute waiting periods, the following occurs if ignition is switched to "On" position (not fully to cranking position):

1) Electrical relays/solenoids or fuel injectors and fuel pump begin chattering at random (ignition switched On, not to crank position).
2) Speedometer needle bounces from 0-30 mph (ignition switched On, not to crank position).
3) Even with cold engine start, cooling system (radiator) fan cycles on/off erratically during the stall waiting period (ignition switched On, not to crank position).

Then, the engine starts and runs well, until the next stalling or no start incident.

The ECM detects no fault codes. Car passes emissions test with no failures.

It has been suggested that a bad ground may be responsible for this strange activity. I recently installed a new battery and made sure all connections were clean and secure. Also, attached additional, direct ground line from negative battery terminal to ECM ground terminal connector lug/bolt on engine.

Please advise if you have experienced this problem and of any solution available.
