performance chip, hp and torque

I'm wondering if any of the performance chips are worth it? Those that claim 20 +hp. Do they offer that much improvement or is that just advertisment? What will 20 hp do to my 0-60 for example? And Im just curious, what will 20 pounds of torque do to the 0-60 time?
