Gas Guage Problem

I just bought my daughter a 2000 Eclipse GT and the fuel guage doesn't work. It doesn't matter if it's full or nearly empty, it always shows empty. I have checked all the fuses and didn't find a problem. This car also has a rear wiper that stops in the vertical position. The wiper will return to the home position sooner or later but I need to fix it. Any ideas on where to start looking for the problems? Thanks in advance.
