1991 Rear Window Stays Up & Gate Won't Open

My window only goes down about 7 inches, so I can't drop the gate to get to the window mechanism. Is there a way to get to it from the inside? Do the panels pop off easily? I'm thinking if I can get the panel off, I may be able to get the window down somehow and then would be able to lower the gate so it would be much easier to work on. Serge in Michigan.

Just popoff the center cover on the inside of the tailgate, remove the screws holding the metal panel and peel back the plastic covering. Everything is exposed.
