1999 jetta wont start

Sons coming home from bushes war and his car has been sitting for 10 mo. 1.I put 4 gal of fresh gas in it now the tank is 3/4 full
2. octane booster (stp)
3. a new fuel pressure regulater

the battery was drained I slow charged it I would go to start it and it would almost start run for a second then quit Do you think maybe the alrm has to be reset? if so how do you do it there isnt a owners manuel with the car. once I got it running after pumping like hell all the time I got it to lope around at 900 rpm please give me some ideas as to get this running Thanks Dirty

Which engine is it? Preferably get the 3 digit code (4 cyl = ABA or AEG, 6 cyl = AFP or AAA, or Diesel).

When you turn the key to run position but do not crank engine do you hear the fuel pump runnung for a second or two? Also, check the air filter & intake system for animal nesting debris.

no I dont hear it but the fuel comes out at the fuel regulater valve fine could maybe it might be the pedal position senser??? I dont know i read it some place Im just not trying to waste money on something I dont need or do you think I should drop the tank and drain it all otu ??? thanks again

I doubt the gas went totally bad, the fuel you added should boost it to where it will start. Does the check engine light come on when it runs? Apart from reading any codes, I would suspect that it needs to relearn the throttle actuator positions. There is a proceedure for re-aligning, but it uses a VW scan tool (or simulator). I've heard of possible ways to reset it manually (one of which is to just let it re-learn on it's own) but am unable to remember or find them. Try searches on "VW battery replacement" and/or "throttle alignment". Here's a source of info on this topic.
