overheating problems

I have a 1990 buick century station wagon with 3.3 engine. I have fought with an overheating problem for a long time. When I sit in traffice the water temp goes skyhighg-260 or more. I have replaced radiator sensor, hoses, flushed radaitor, even added two electric fans to try and stop problem. Temp is fine until I am stopped in traffic (rush hour) and then climbs . Moving brings temp down. It is driving me crazy. Any suggestions? thanks
ps engine electric fan works fine when you turn ac on. But does not dcome on untill temp is very high without ac on. I live in south florida so we get lots of hot temperature!!!

Very good point. As we all know if you thermostat is stuck closed you car will overheat. On anothernote though, if it is stuck open, the coolant flows all the time and what happens is that the coolant does not stay in the radiator long enough to trasmit heat.
