On my 97 gp, i don't think the air vents are blowing as hard as they should. when the temperature control is on cool, it blows normal, when you turn it to warm, the fan speed still stays the same, but it blows considerably less. It sounds like something is blocking it. Does anyone have this same problem, or is this normal?

Yes something is restricting the airflow! In the cold position the air has to go thru only the evap core and when heat is selected the air goes thru the evap core and the heater core which reduces the air flow. In heat mode the air flow has more to go thru thus you have less airflow.
