'97 Ranger clutch adjust

Clutch feels like it engages at the very upward limit of pedal travel. Took it in to the shop and they said the clutch is fine. Is this normal? Can it be mechanically and simply adjusted?
Also, noticed that the drivers side seatbelt on a newly purchased '97 (same one) has "replace now" tag showing. Looks like it had a crash and the "tabs" have torn free. Can anyone refer me to OEM or substitute source for a new drivers side seat belt?
