will these work? headlight bulb question

I need better visibility at night so I wanted to buy some silverstars. Came across these silverstars that were made in Germany, so I bought em because the seller said they were 50% brighter than normal halogens, and around 20-30% brighter than silverstars. Though I thought it was weird how no one bid on em, and they bid on the normal silverstars even though these are supposed to be brighter. Here is the bid page:
