1995 Honda Accord wipers won't start in cold
The windshield wipers on the 1995 Honda Accord will not come on in cold weather (40 degrees no ice) until the car has warmed up for 10 minutes. Then they work fine. Shops want $200 to iinvestigate problem. Please help.
