Fluid Leak

As you face the engine of my 97 Tahoe, to the right of the fan housing is a hose that is capped off and appears to come up from the steering linkage. Whatever the fluid is, it has spewed onto the fan housing and has dripped to the floor.

Is this a bleed valve for the Power Steering? How do I fix this.
Only thing I can think of.

Your truck is a 4wd?

If so, that is the vent hose for the front differential
