to help with question 1.. i got water inside one of my headlights the last time i washed the car. this happened because the glue/sealant that is used to hold the clear lense part with the rest of the light backing got brittle and cracked. it can be fixed by taking out the bulb and using compressed air to blow out the moisture(or just let it evaporate). .....you can then use silicone and run a bead all the way around the light where the 2 plastics meet--thus creating a new seal..and keeping water out.
