Light wont turn off!!!!!????

98 Ford Taurus, 6 cylinder.

Lights won't turn off, high beams stay on, even with fuses pulled out. Sometimes when driving, my overdrive will kick on and off for a brief moment.

Anyone have any ideas???

This is for a friend of mine I work with.
