Weird Engine Oil Fill happenings???

1999 jeep grand cherokee...
what is this weird stuff in the Engine Oil Fill on the cap and down into the fill...

This is what they call oil diution, it's caused by cold weather 7 short trips,where the engine doesn't get warmed up & actually sweats 7 vaporizes the oil Dale [email protected]
