Will 18 inch wheels fit on a 99 Accord v6 without any fender cutting or anything?

not height of rims determines if you will have rubbing problem.
rims width, rims offset and how low is your car dropped are playing major role in if you'll have rubbing problem. if you want to stay safe you should look for rims with size like 18X7.5 and +45mm offset

I have a 99.
Lowered 1.5 inches. With 18 x 7.5 in wheels.... I am using a 215/35/18 tire. But you can also go with a 215/40/18. You could also use a 19 in with a 215/35/19 tire. 18's will fit on there fine... and a good dealer will give you the exact tire sizes you can use. I dont know if yours is lowered or what not but regardless 18's should be alright.
