2003 Key Programming

I took my 2003 Tahoe to the dealer to have 2 new keys cut and to buy two new keyless entry remotes. During the programming of these, my vehicle will only recognized any inserted keys as "Driver 3" on the Driver's Information Center, including the original two keys that used to say "Driver 1" and "Driver 2". I took the vehicle back to the dealer to get this fixed and they couldn't. Their initial solution to this problem was to tell me that the Owner's Manual gave instructions on how to program the keys, it does not. Anyone know how to program the Driver's Information Center to recognize the keys when inserted in the ignition as Drivers 1-4? Thanks.
