94 gr cherokee brakes

Just installed rear rotors on my 94 and replaced the e-brake shoes my question is that the (new) rotor was very hard to get on and then to turn them. I also had tried with the e-brake cable disconected and adjuster backed off and the rotors still hard. Is this common will the shoes just wear in? Thanx for the help anyone
