I am having same problem,have replaced thermostat, flushed rad and heater core , new antifreeze (50/50). My temperature gauge barely comes off cold. Placing the defrost fan on high on cool days actualy cools the engine temp. I am suspicious of the block in which the thermostat resides between the engine and the top rad hose. There is a small port beside the thermostat opening in this assembly which has like several small plugs visable from the exterior view. I do not know its function (temp relief, pressure relief, freeze relief,????) I suspect the engine rad fluid is bypassing the closed thermostat to the main rad. The top rad hose feels warmer than my heater core hoses. I am hoping someone out there knows the solution
