Jetta hesitation and stalling on startup.

I am having a problem with my Jetta on cold mornings (less than 50F). The car will start fine, but when I try to drive it it hesitates, and it has stalled once. I had the dealer look at it last year and they replaced the turbo control valve(?) and said it would be fine. The problem did go away, but it has returned with the cold weather this year. It is only a problem when the car is first started. If it is allowed to run for a minute first it runs fine.

Has anyone had this problem and what was causing it?

Is it always happening when it's cold, or was there moisture in the air as well? Mine will do the same thing after it's rained pretty hard, and I've seen other's posts with similar experiences in the wet-sometimes while driving down the highway. Some on here & other VW sites claim the starter coil is weak...I was going to have ours changed soon as well & see if it starts behaving in the morning!
