Obd2 Car W/ Obd1 Engine

Can this be done while still being emissions legal? I understand it's a good bit easier to do an obd2, but I'd like to know. I can't find info on this, just obd1 cars w/ obd2 engines. It may be cost prohibitive, meaning I may be able to get an obd2 for the money that I spend on the 1 and having it "adapted" to my car. I'm thinking specifically of having an SiR II put in my 98 ex. Never mind. I just had the ? answered. Inline Pro told me to use a obd2 or it takes another 200 bucks to make it work. At least 200. It has to be a really good engine, and have a really good cat too, not just the 200 dollar harness & stuff. Holler
