Unhappy I Need Help - 1995 Neon

I have a 1995 Neon , 2.0, SOHC
My timing went out.. When I went to change the belt, I came to find out that the pulley had busted.. so, I got a new one and put it in.. Still.... No Crank! Took the head off and saw my rocker arms were terribly loose. So then I took the head to the machine shop and when they opened it and said they needed to replace all 16 valves.. When I got the head gasket back in, head back on, ready to go, I started it and it had very irratic idling to it. I changed the Throttle Position Sensor (TPS) and when I went to crank then, the idle was still high, but it was jumping back and forth but only going to around 3000 RPM.. The only other thing I could think of to do was the EGR valve and I ran a vacuum test on it like my book says to do and it is working fine.. PlEaSe, If anyone has knowledge of this problem or has had this problem before, let me know!! Thanks!
