question for the early 90's jetta owners

A friend of mine owns an early 90s jetta i think a 94, dont think its a v6 he claims 220 hp to the wheels without a turbo or supercharger, no portpolish bore or stroking and no nitrous, the only mods i know about are a catback exaust and ghetto rigged coldair intake the rest he won't tell me and i havent seen under the hood, so im asking is he lying about his hp or is it possible to have a 220 hp jetta w/o being charged? This is also on a highschool salary. Any help will be greatly appriciated! thanks VW owners!
