97 Bonneville problems

I have a problem. I have had a oil leak for a few months now and few days ago when i started my car it had a white cloud of smoke started coming from the exhalst.
SO i cut my car off and was going to take it to the shop to get it check out but it just bumped and thats it. Now it wont start at all.

Thinking it could be the starter i bought another starter and put it on and still nothing.
CAN SOMEONE HELP ME? DO U THINK MY ENGINE IS LOCKED UP

Good possibility,.... can you get a socket and a 1/2 inch breaker bar and turn it over by hand. With a 1/2 inch breaker bar you wont have to lean on it very hard, (you are trying to turn it over by the center bolt on the harmonic balancer) just wanted to remind you that if you try a cheater pipe along with the breaker bar -you'll chance shearing the bolt head. You'll feel if it will turn or not, doesnt require a whole lot.... Good luck. BTW, what was your coolant level at before it went, or at now?
