Had the same problem on my 98 Neon Expresso @ 36,000 mile just after the warranty expired. It got stuck open as if it was jammed (pushed it back in place by hand). The motor works fine. My dealer also wanted to charge $1,000 to change all the hardware. My solution was just to keep it closed. Have never gotten a chance to take it to a repair shop for a second opinion. I believe you should get a second opinion.
