If all the fuses are good, use a test light to see if the wire going to the horn actuall has power when you push the button. If no, then check the horn relay (it should have one) and check the horn button the sterring wheel, to make shre it has a good contact.

I'm taking this from the 1994 Jeep Shop Manual...

The horn should be located on the drivers side under the splash guard. It is mounted with a small bracket held by one bolt. You can try running some jumpers from the battery to the horn to see if it's ok.

The horn fuse is the #11 fuse 25 amp located in the interior fuse panel.

if the fuse is ok press the horn button, you should hear the horn relay click. If not the horn relay may be bad. It is in the relay center (what jeep calls it). The shop manual says this is located "on the lower instrument panel trim cover just right of the steering column". It has a bunch of relays there (thus the relay center!) that look like little silver boxes. The horn relay is in the cluster of three large relays. It's the smaller of the three closest to the outer panel.

If the horn works and you replace the relay and it still does not work then you have a problem either in the wiring itself or the horn switch on the steering wheel. The horn and the relay are the easiest and probably cheapest places to start. :-)
