ABS Braking issues? Crown Vic Police Vehicle

Greetings folks-

I wanted to get your input on a issue I am experiencing with my department issued 01 Crown Vic. I have addressed this with our shops and am getting looks as though I am crazy (maybe I am)

I have had other Crown Vic squad cars before that did not act like this in the snow & ice.

I know the ABS is working at higher speeds. My issue is at slow speeds. If I am traveling on wet, snowy, or icy roads, I barely tap on my brake pedal and I am I hockey puck sliding down the road helplessly. It almost feels as though the front wheels are locking and the rear are doing nothing. And this is at speeds ranging from 4 mph to 10mpg (my guess).

I have no ABS indicator illuminated on my dash and the tire traction is adequate.

I am feeling like there is sometype of ABS porportioning valve gone bad or something?

Someone enlighten me so that when I head back in our City Shops I can sound like I know what the heck I am talking about!

If it is slippery *enough* you could instantly lock wheels even with a modest brake application. In that event, the ABS system has pased it's opportunity to work.
