Question Power Windows on 98 olds cutlass

The 98 olds cutlass I have, the power windows dont like to go down very well and it seems that the seal gets sucked down and makes it hard without assistance, they go up just fine. Are the seals on this vehicle notorious not to work after while? Also i am in the NE and its -4 degrees out here so could that pose an issue?

My '97 olds cutlass has 96,000 miles on it, was driven in NY for the first 5 years of its life and the windows all still work fine.

Just a data point.
